MS&O is responsible for facilities, emergency management, logistics and resource management to name a few. MS&O has opportunity for an experienced facility project manager to join the team. This position will work within the Facilities Support Group and is responsible for the execution of design/build construction projects. Projects range in scope and complexity supporting all facets of a facility to include, but not limited to, power, people spaces, and cooling. The variety of projects executed provides a unique experience that allows project managers to utilize their subject matter expertise while increasing their breadth of knowledge across all aspects required operating a facility. Current NRO Cadre employees should apply internally What You Will Be Doing Serves as an ADF-C Facilities and Logistics Project Manager and as such, the incumbent is responsible for the overall management, control, coordination, and execution of assigned projects. In his/her capacity, the incumbent implements corporate decisions, guidance, laws, regulations and policies in the course of the project and intermediate products in support of the project. Develops an integrated management plan/project schedule for each work breakdown milestone. Within this work breakdown schedule, to include milestones, budgets, responsibilities of the participating parties, and to incorporate assumptions and risks, contingencies, and performance measurement criteria. Tracks and maintains detailed communications such as project meeting minutes, e-mail correspondence, and phone and verbal conversations and project status weekly report for component/customers and management. Reviews cost reports to assure charges are authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken to correct inappropriate charges. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon scope, schedule and cost. Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Provides status reports on projects assigned (progress, issues and trends) to apprise corporate leadership weekly. Serves as the Contracting Officer's Technical Representative (COTR) for project and facility management related issues. Applicant must have direct applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Prepares rough-order-of-magnitude (ROM) costs for out-year projects to facilitate future budgeting. Determines project requirements, scope, and deliverables in order to develop and review Government statements of work (SOW). Performs independent Government cost estimates (IGCE) for the SOW. Develops technical evaluations for project proposals. Determines validity of cost, schedule, and technical approach in these evaluations. Develops, maintains and manages all documentation relating to construction projects. Leads, plans, implement, and coordinate all activities in regards to facilities projects. Serves as Contracting Officer Technical Representative (COTR) responsible for a full range of contracting activities in coordination with the contracting officer, on all facilities related construction projects. Efficiently utilizes computerized maintenance management systems. Monitors maintenance contractors’ work. Maintains knowledge and awareness of basic heating and cooling systems and appropriate software and system controls for the management of these systems within a facility. Maintains knowledge and awareness of energy and utilities management and institutional policies related to energy usage and conservation. Manages facility operations and maintenance activities. Manages, maintains, and updates existing data records as related to high-risk facilities space and maintenance. Build and maintain mutually beneficial relationships, facilitates communications and coordinates activities among Buckley Space Force Base, Utility providers and the ADF-C. Detect collaborative opportunities, securing stakeholder buy-in for various collaborations, and overseeing negotiations to help the ADF-C receive the maximum benefit possible. Relay the organization's interests and work to further these through collaborative efforts. Secures classified information in accordance with E.O. 13526. Performs other duties as assigned. What You Need Knowledge of Microsoft Office Suite, including Microsoft Project and Microsoft Visio. Skill in the design and use of automated databases and spreadsheet software to develop and improve the validity and accuracy of data collection, storage, and reporting and to explain the use of established databases for historical reference and analysis. Skill in written communications to prepare plans, and briefings. Skill in oral communications for presentations and briefings. Skill in maintaining effective working relationships with internal and external customers, and to serve as a point of contact for assigned work efforts. Interpersonal abilities including skill to establish and maintain good working relationships with a wide variety of individuals involved in various aspects of assigned projects. Ability to develop and integrate multiple project schedules into an integrated master schedule. Ability to execute projects within established financial and time constraints. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Other Information Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments. NRO COTR Certification: Requires certification as an NRO COTR within the policy defined timelines Location Aurora, CO Salary 2024 salary range for the Denver, CO area: GG-12: $96,684 - $125,685 **This position is a Full Performance position.
